There is a “developer account” that you must create on Google and Apple by registering on their sites. You will have to pay the annual app store fee of $99 for Apple and $25 for Google.

I have created my application. What should I do now?

Your products do not sell themselves. You need to market your app to make it a sustainable business. Tech blogger reviews and comments are a great way to maintain your app’s support. Also pay attention to the reviews posted by the app users, and work hard to please them and solve their problems.
